Since I have "action.edit: @editor" in my site.auth.view, I tried to
enable members to edit their login page by creating action.login.edit.
And add "action.login.edit: @member" to site.auth.view. I also added
"login.*: @owner" to site.auth.write. Still members cannot edit their
profiles. What could be blocking this?

No, I cannot think of anything else and probably I do not need
anything else – given that the above way to edit member profiles will
work.
