Are you using a robots.txt file?

Disallow: /action.login

Assuming you are using CleanURL's.

Not sure if

Disallow: /index.php?p=action.login

Would work.

Perhaps you could do a conditional in the skin that puts a nocache meta line
if the page is action.login perhaps as well??
