I wonder if the use of cron is needed at all if you have a decently active site. Unless you needed fine time granularity for whatever you were checking for, you could implement something like a pseudo cron which is activated each time a visitor hits your site.
Built into a plugin, you could create a simple cron like system that is generated off of hits to your site.
