Just an idea: You can provide an upload link if you write something like this img:test.gif on the contact form page.
This could created dynamically if someone opens the contact form (img:userid_timestamp.gif). Or you provide a link like "Want to upload something?" that leads the user to another dynamically created page that provides the link. Or have a select: Want to upload jpg/gif/pdf and a jump to an approbiate page with that link.
