Took another stab at the slashes problem and think I have it fixed
now. Turns out there were two things going on: the preg_replace
addslashes and the magic_quotes addslashes, both of which work quite
differently. Anyway, I think I have BOTH issues sorted out now and
fixed properly, and thus am hoping for good results with this release.

Also, we no longer need the blockslashes parameter in site.config.
Everything is analyzed by BoltWire and handled automatically now.
Please let me know if anyone spots anything strange though. I tweaked
the code in quite a few places, trying to strip out superfluous lines,
but could have stripped out one or two lines too many.  :)  Got my
fingers crossed...

Note, I didn't change the numbering, just overwrite the old 3.3.8 zip
with a new file...

P.S. With the success here, I'm very inclined to finish off the <
encoding problem and go to 3.4. Hopefully the last of our encoding
issues...
