If you only knew all the crazy things I do in headers!  Many of which
can really mess up an action page... That and special missing pages.

Well I'd be more inclined to strip out the option, than to strip out
the feature--which does simplify things. But in this case, it will
probably be something we make simpler, if we can find a way. Perhaps
we need a way to pull in a special action header when it is an action
page, so we can keep a simple header there. Or we could put a marker
function in the header and footer that indicates it should be imported
when an action is called. Or as suggested, even a better config
variable name!

I'm just thinking, anything that is not instantly easy to grasp,
simple to do, or useful needs to be revisited. The goal of a really
good wiki/cms should be to make it as transparently intuitive as
possible. For 4.xx, I am really drawn toward a very lean, fast,
rock-solid, easy to use version. Sometimes we need all the extra beef
in BoltWire, but for the vast majority of people, its probably a bit
of overkill.  :)
