Well I'd be more inclined to strip out the option, than to strip out the feature--which does simplify things. But in this case, it will probably be something we make simpler, if we can find a way. Perhaps we need a way to pull in a special action header when it is an action page, so we can keep a simple header there. Or we could put a marker function in the header and footer that indicates it should be imported when an action is called. Or as suggested, even a better config variable name! I'm just thinking, anything that is not instantly easy to grasp, simple to do, or useful needs to be revisited. The goal of a really good wiki/cms should be to make it as transparently intuitive as possible. For 4.xx, I am really drawn toward a very lean, fast, rock-solid, easy to use version.
