I wouldn't put this navigation in the skin by default:

<li><a href="$$page:main">SECTION 3</a></li>
</ul>
</div>
This forces every user to at least touch HTML once. Regardless if they
know what HTML is or not. If it was in a normal BoltWire page, it
would be okay.
Also I wouldn't put the BoltWire image in the skin. It could be as
easily put in $$bottom. But then you could remove it without editing
HTML.
