If you would like to do this, try setting up a demo site somewhere and tinker with the colors. I'm not opposed to changing the default css to a bit more contrast. Though I'm not sure the colors are so bad personally, and I haven't heard others complain. It's also easy enough for others to change the colors to their choice--particularly with the skin action.
