How did you re-register? Did you use the register action? p=action.register? How did you delete? Trash all the files that looked like login.someuser?
To change BoltWire to not encrypt passwords, try adding [session loginfmt plaintext] to your register form (on page action.register). You may need to edit the page manually if you can't login as an admin of course. BTW--there must be something else wrong with your installation. I have no idea why you couldn't re-register.
