It's `darcs pull'.  You can pull patches from another repository
by saying `darcs pull http://www.example.org/software/bongo/',
assuming there's a Bongo repository at that URL.  Cool, huh?

By doing something like `ln -s ~/src/bongo ~/public_html',
you could let people pull patches from your repository.
(Yes, you have your very own Bongo repository: with Darcs,
working directories and repositories are the same thing.)
