Another is storage. Many libraries don't have room for extra storage -
and there are fire laws on what can be stored where in a public
building. So what then? Stick things in odd corners where they'll be
forgotten or hard to get to? At one library where I worked, the
Friends group had to rent a storage unit, because the books couldn't
be stored at the library. They'd come by every so often and pick up
the donated books and take them to be stored - and storage units
aren't free.

And if you're thinking "well, give them to a charity to sell", there's
still the problem of where to store the books until they can be taken
to the charity - and most charities don't pick up books - so who takes
them there? On their personal time? On library time? That brings up
liability issues.

But truly, if you wonder why they're dumping the books, ask them. 

And think about volunteering.
