That's such a cool idea! Hm...for a non-themeed relay one possibility would be to release it at an OBCZ (those are book boxes, right?) or at a regular meeting place with a label on the front reading "Reverse Relay, Leave a Book Here." That would increase your chances of the finder's a) being a BCer and b) having a book on hand.
Or here's another spin on the idea: A relay site. This means informally designating a location (like a particular table at a particular cafe) as a repeated (themed?) release site. In your release notes you can ask others to leave a book when they take yours ... but if the site is empty to please leave their book anyway! It would have to be a place that's easy for anyone to get to (so no high-schools or members-only gyms) but not too obvious for passers by (under a bench, maybe?). But if enough people "donate" books to the relay to replace the missing ones then eventually local BCers might get the idea that "Hey, if I go after this release I may not get the book I want but I have a pretty good chance of finding *something* interesting." More so than hunting down a normal wild release, anyway.
