The one I think of right away is National Parks in the
USA.  I haven't heard it personally from any park
rangers, but have seen postings on the Bookcrossing
forum saying that Parks policy is to treat left books
like litter and throw them away, or (in rare cases)
move them to a lost-and-found box.  

Banks, and other security conscious places, are also a
big no-no.  

I've had luck finding books on benches outside grocery
stores and tables at local parks, so I'd assume both
of those are pretty "safe" places to release books.  I
also recently left a book on a patio table at the
local Bruegger's Bagelry - it was picked up and
journaled (my first wild catch!), so I'm now a big fan
of restaurant patio releases  :)
