I'm guessing this is happening on "step 2" of the release process for you? On that step you will see the option for "wild release" and "controlled release". If you click on the words "wild release" it will indeed take you to the FAQ page... what you want to do is click on the radial button next to the phrase, it should already be selected... then click the "next" button at the bottom right hand side of that page. That should get your book released.
