Most of the problems the original patch solved were addressed in other JIRAs.
This patch simply cleans up the versions in poms, so that less changes need to
be made each release, and removed the requirement that everyone who builds have
protoc installed. The generated file is now committed to svn. It shouldn't
change unless someone changes the protocol. The autogenerated file can be run
with mvn antrun:run in hedwig-protocol/.
