Ivan, It is not very easy to review this patch because there is reformatting 
mixed with the fix itself. My understanding is that the fix itself is 
essentially the implementation of getNewBookie and the changes to call it. 
Could you please describe the changes in slightly more detail so that it helps 
the review?

the same ledger handle.
