InterleavedLedgerStorage#flush essentially calls LedgerCacheImpl#flushLedger
and EntryLogger#flush. They both have synchronization in some form. Given that
flushLock is kind of dangling in this patch, what if we simply remove the
synchronization block in InterleavedLedgerStorage#flush and drop flushLock?
