Add SubscriptionPreferences to record the preferences for a subscription. This
jira includes:
1) add SubscriptionPreferences protocol.
2) separated preferences from subscription state to decouple infrequent-changed
data from frequent changed data (like lastConsumedSeqId).
3) add backward testing.
