There are failures which would not be detected by the auditor, such as if a
disk on a bookie gets a little corrupted (for example one index file is
corrupted etc). So it would be good to periodically check all ledgers to make
sure they're readable. I'm not sure who should check it yet, but that's why I
created this JIRA. To discuss and implement it.
