I separated the ownership part from BOOKKEEPER-364 to this patch here, to make
sure we have an agreement on the changes for the topic ownership.
1) as Aniruddha's propose, change ConcurrentLinkedQueue to HashSet.
2) change get/putIfAbsent to putIfAbsent/replace for the issue described here.
