More points added for ConsumeUntilOp changes:
1) I changed deleteLedger from synchronous call to asynchronous call, so it
would not block other requests in topic queuer.
2) Batching removed deleted ledgers would reduce number of UpdateLedgerOp in
topic queuer, while UpdateLedgerOp is asynchronous op, which also block other
requests in topic queuer.
