I've modified SimpleHChannelManager to retry subscriptions up to 5 times if it
gets a TOPIC_BUSY. This seems to resolve the issue, and the fix is entirely
confined to the SimpleHChannel implementation. For TestBackwardsCompat, I've
added delays, as we cannot make any modifications to 4.1.0 & 4.0.0
