Fix For: 4.2.2, 4.3.0
BOOKKEEPER_EXTRA_OPTS are added twice to JVM Opts.
It will now create problem for usual options like -Xmx, -Xms, etc.
But for Debug options (-Xdebug) we can specify only once. In this case it will
create problems.
