I was expecting 110+ ms (initial 10ms and then 100ms per message) to be
extremely high for receiving a message sent locally, but if it is insufficient,
the timeout should be adjusted to something more appropriate.
The tradeoff is if it is an actual failure, or bad performance regressions,
then the test time will increase propotionally.
