[~ikelly] Ideally it should be as you described. but in practice, it is hard to
tell a transient bookie error (e.g. restarting a bookie, network hiccup, subset
(a datacenter) of bookie are down) from a permanent bookie failure. we need to
some detection mechanism to classify the bookie failures to take an action.
