Dear colleagues,
There appears to be quite a bit of media coverage
around the SHGA at the moment, particularly in the
Cape Town region.
The Act came into being on the 30th of April. The
minister apparently neglected to consult with Bert &
Gerhard on the launch date of the Act. The Act was
only supposed to go live in October this year.
At this point NO BOOK DEALERS NEED TO REGISTER !!
The Act requires all dealers in second-hand goods
to register and there appears to have been a mass
panic about the situation.
The Act states that there is a 90 day grace
period during which dealers may get themselves
registered and become compliant.
I am urging all BOOK dealers NOT TO REGISTER at
this point. If you register at this point you may
be making life more difficult for yourself (and me)
in the long run. This does not apply to any other
dealers, only to book dealers.
We are still finalising the expected exemptions for
SABDA members with Bert and Gerhard. SABDA still
needs to be accredited as a recognised association
in terms of the Act. I have been trying to meet
with Bert and Gerhard for the past 2-3 months and
their schedules have not made this possible, we are
hoping to manage to get all 3 of us together in
the next couple of weeks so that I may be
finger-printed and submit all the relevant
documentation for SABDA to be accredited.
If you are told by any police person in your area
that you are absolutely required to register NOW,
please contact me. As mentioned the Act allows for
a 90 day period of grace and there MAY be
possible exemptions for members of SABDA. We have
been advised of the period of grace and have been
encouraged to hold off on registering at this
point by both Gerhard and Bert.
Please note that any exemptions from the Act that
SABDA MAY receive will ONLY apply to members of
SABDA and NOT to all book dealers.
Once we have finalised any possible exemptions, these
will be circulated.
