I think something is not right with your installation. Any message in server.log
Try 7.9.4 or 8.0.0. 50 Countries under Europe. Under Most popular I get 26 station for both UK & Germany. The radio list is provided by Tune-in which has a very extensive list of station but Tune-in like to add metadata and as such may be more picky. Try installing the Radio.net plugin. It uses the Radio.net service.
