OK, not my prettiest job but you can't beat the 1.56$ part being
available from Digi-Key today. I hope this will help some down the line
when their push button on the encoder collapses and Phillip is out of
stock

FYI, I used special low melting-point de-solder for the removal of the
old encoder to make ensure there is no PCB damage. Another way is to cut
all legs with a snipes and then remove one by one. Next cut the
connections between the two pins on the three-pin side topside of the
PCB. Easiest once the old encoder is removed. Next cut all connections
from the pull-up resistors to the respective encoder pin through holes.
Pin 16 of U5 (74HC165) is VCC and needs to go to the center pin of the
new encoder and to one of the two pins of the two-pin side (switch). The
outputs of the new encoder are the outside pins on the 3-pin side and
need to go to R77 and R76. The other side of the switch from the two-pin
side goes to R75. If anyone is interested I can take some more photos
showing where to cut exactly so this can be duplicated.
