Apparently, Saxon doesn't handle XIncludes. That means we'll need to
preprocess the documents with a program that does handle XIncludes, and feed
the result to Saxon (xsltproc from libxml2 natively supports XIncludes). It
looks like there's a small standalone XInclude processor here:

But I can get to that web page now :(
