Yes, except that would mean that all of the documentation is always
regenerated. I really want ALWAYS + NOCARE, so that it always does the action
to build catalog.xml but doesn't take that dependency into consideration, but
IIRC this combination didn't do as expected (although my memory is a bit
fuzzy regarding exactly what happened when I tried).
