If you need a version of Doxygen that works with boostbook, find version 1.3.7 for your platform at ftp://ftp.stack.nl/pub/users/dimitri/. I've confirmed that that version works fine.
Is this a doxygen bug or some sort of change to the doxygen xml? Either way, we won't be able to stay with 1.3.7 forever so it needs to be addressed either as a doxygen bug report or a doxygen2boostbook feature.

It's probably just a change in the doxygen xml. Doug is aware of the problem.
