Which command line? For xsltproc it would be, e.g.,
--param "nav.layout" "none" --param "boost.img.src" "images/xpressive.gif" --param "boost.image.alt" "expressive"
For bjam you might be able to use
-sBUILD="<xsl:param>nav.layout=none etc etc"
Or, you can customize the XSLT.
