If you roll back my bjam changes from yesterday, do things go back to
normal?  I have no good reason to suspect my changes, but wouldn't
mind ruling that possibility out ;-).  Now it looks for
user-config.jam differently (checking %HOMEDRIVE%%HOMEPATH% first).
