Well I've just built the type traits docs this morning so it does work,
xslt-xsltproc ../bin.v2/doc/gcc-3.4.4/debug/boost.docbook

If I remember rightly I had a similar error, and it was down to a
misconfiguration in user-config.jam, it's very important to get the paths in
this bit right:
using boostbook : /cygdrive/c/download/open/docbook/docbook-xsl-1.67.2
: /cygdrive/c/download/open/docbook
;
It's also important to ensure that the paths point to what you think they do
:-) Otherwise the error messages just get more and more cryptic!
