All these tools are usable either standalone or in combination outside
of the Boost environment. The licensing is suitable, the documentation
and support are good.

QuickBook and BoostBook themselves build on DocBook and the associated
stylesheets and XSLT processors. You'll need to understand a little
about how the process works. A good starting point is:

I have used QuickBook etc in just such a manner with some success. If
you don't want to use bjam (and I don't) you just need to figure out
how to use the various tools standalone.

then roll your sleeves up! In essence:

1) use your C++ compiler to build quickbook
2) write your document in qbk format
3) quickbook converts this to BoostBook xml
4.1) xsltproc converts this xml to html
4.2) or, xsltproc converts the xml to fo, which Apache FOP makes into PDF
4.n) or xsltproc creates any of the other DocBook outputs
