There are various routes to pdf from Docbook, not just FOP: For example a google for DocBook pdf brings up this: http://www.linuxfocus.org/English/May2000/article152.shtml#152lfindex3 Anyway, not being any master of pdf docs, the output from FOP seems OK to me. The Docbook HTML output is OK. Apparently I can produce other formats (e.g CHM) too if I want.
