BoostBook has <concept> for documenting concepts, and <conceptname> for referring to them. Now quickbook has [conceptref ConceptName <Optional link text>] for linking to the concept. I also patched a BoostBook bug where concepts and structs with the same name were colliding. The changes are in HEAD.
