1. Comment brackets don't nest, unlike similar constructs. That seems
counterintuitive to me and misses most of the benefit of having a
two-ended comment delimiting syntax.

2. Comments don't end up in the XML. That prevents us from doing nice
things like embedding special processing directives for additional
tools (e.g. LiTRe-like things) in the comments.
