The debian installation does have the script, but without the .py. It is 
located in the /usr/bin and works as expected. I tried by creating a 
link from rst2html.py to rst2html.

What I was expecting is to be able to specify the tool path in 
user-config.jam as is possible with the other toolsets. Would it be 
possible to allow this, and fall back to a default of rst2html if not 
explicitely specified?
