That's a good idea, but before we all get too carried away adding new 
markup, can we:

* Decide on a common set of phrases we want to support, and add markup for 
them to our main CSS style sheets.
* Add corresponding XSL-markup to fop.xsl so that pdf's get generated with 
the same look-and-feel as the HTML.

And before someone asks, FO supports space-before and space-after much the 
same as CSS so maybe we should call these phase elements, Oh let me see... 
"space-before" and "space-after" :-)
