I think it's there to limit the maximum value of 'hold'. The server
determines the final value of 'hold' in the session creation response, but
it MUST NOT be greater than the value specified by the client in the session
request.

It can be made optional if that is the reason. I mean, if the client
specifies no limit, the server can set it to whatever it wants.
