Correct.  See a note in the RELNOTES file about this.  We changed
the default mysql.sock file so that multiple servers could be installed
on the machine by different users without conflicting with one another.  
Unfortunately the clients then need know the whereabouts of each server
and it's mysql.sock file.  In the next version 1.13.4, we left the name
of the socket file mysql.sock and added a new release note explaining how
to change the name of mysql.sock if multiple servers are desired.

1.13.4 is getting uploaded to the download page tonight or tomorrow.

Yes, that is a RedHat-specific function of httpd, not part of the standard
apachectl script in the regular binary distribution. We will add that
to our next release (.5, not .4).  Thanks!
