Ah, that's altogether too easy.

Now I have parrot building and running on my windows box. Of course, it 
turns out that the cygwin make doesn't match the make on my linux box so 
different rules need twiddling, but that's neither here nor there. (I think 
I'll just preprocess the Makefile with perl :)
