Hmm, the spam emails I recvd this morning in this regard seem to
indicate 7 PM.  But it did not indicate a particular time zone, perhaps
implying it was local time.  Also, knowing how most people are unaware
of or just don't care about the time zone factor, they might just do it
at 7 PM local.
