I find that one applies to many new programmers, who often use Perl because
it is easier to use than most other languages. And then the classic:
It's not that perl programmers are idiots, it's that the language
rewards idiotic behavior in a way that no other language or tool
has ever done.

I agree with Elaine. Perl is not a bad language in any way. However, it
is easier to use Perl to do bad things. So no, don't blame the language,
blame the programmers (or the managers who had these people code int he
first place!), but recognize that Perl can more easily be used for evil,
and therefore is more often used for evil.
