Everyone seems to be having problems (with the Content-disposition header not working as expected). Another one you may encounter using Content-disposition is the user is prompted twice for confirmation before the file is downloaded. According to this post to the Tomcat-user mailing list, Microsoft is aware of this "problem" and reported that it was working as designed:
