I had a similar problem. Downloaded MingW32 from Cygwin and got it 
working. Dont remember the link though!

I'm trying to install IO::TTY on windows.  I downloaded the package from
cpan, and when I run the makefile, I get "Cannot run the configured
compiler cl"

What the hell is that?

Also, is there a better source of ppds than activestate?  It seems like
I can never find the ppd I need.
