Actually, the best mailing list manager is siesta (<http://siesta.unixbeard.net/>), which is also written in Perl, and being actively developed. Mariachi, the uber-groovy archiver (see, for an example, <http://siesta.unixbeard.net/siesta/archive/siesta-dev/>), is part of the siesta project.
