You can if you use PGP/MIME; be aware though that not all MUAs support
this (e.g., common 'Windows' clients like Outlook, Outlook Express)

Strictly speaking the recipient does not have to have your key prior to
decryption. They will though at some point have to retrieve it somehow,
perhaps by querying the 'standard' PGP keyservers (e.g.,
www.keyserver.net, etc.,)
