Web based FTP? Eh?

Would the web server really be acting as the client here [huh?], or do
you want people to be able to use FTP clients to access files on a web
server?

I'm not sure I understand what you're trying to accomplish, but I
*think* that WebDAV may do what you want: it allows you to export web
directories so that they can be mounted on client machines as if they
were network resources like Samba or NFS shares, with read/write access
to the contents of the directory and so on. It's neat stuff.

If you really mean you want to have a FTP client running on a web
server, it would help to have a clearer idea what you mean by this. Do
you want people to FTP files from random remote FTP servers over to your
web server? If so, what would that accomplish? I'm confused...
